RTU Tour - June 5, 2013 : On June 5, 2013, elected officials and staff from the Bureau of Economic Development and the Cook County Department of Corrections toured the newly constructed Residential Treatment Unit (RTU) of the Cook County Department of Corrections. The Residential Treatment Unit (RTU) will provide treatment for substance abuse, mental illness, general health screenings and evaluations. The 276,450 square foot facility is part of President Preckwinkle’s plan to modernize County infrastructure and create a more effective and humane criminal justice system. President Preckwinkle officially opened the facility on June 13, 2013.

Justice Through Efficiency Panel-discussion Forum : Efficiency is one of the cornerstones of justice. Efficient administration of justice promotes a speedy trial and all of its attendant benefits. While that constitutional right to a speedy trial should be reason enough to strive for greater efficiency, today’s economic climate compels us to work not only harder, but much smarter. Inefficiency, in all of its forms, is costly. It wastes valuable and desperately needed resources, monetary and human. The cost can be seen in every corner and at every level of the criminal justice system, though it is most readily apparent in our overcrowded jails. Many of our colleagues from criminal justice systems in different parts of the state and country have been successful at increasing efficiency in their efforts. We have asked a few of them to come and share their success stories. While their jurisdictions may not be identical to ours, each example makes clear that efficiency begins with a mindset that applies to all types of organizations, including the Cook County Criminal Justice System. 2013 Roadway Projects : Surrounded by elected officials, Cook County Board President Toni Preckwinkle today kicked off the 2013 roadway construction season and celebrated the 100th year anniversary of the County’s Department of Transportation and Highways on May 2. This year the department plans to allocate $35 million to improve nearly 49 lane miles of roadway in 19 municipalities across Cook County. The Bureau of Economic Development was on hand to help celebrate.

Chicago Heights Tour of Investments : Cook County Board President Toni Preckwinkle, along with Chicago Heights Mayor David A. Gonzalez, local elected officials and top leadership from the U.S. Department of Housing and Urban Authority (HUD), on Friday, March 22nd, toured nearly $11 million of federal and county-funded strategic investments in roadway construction, city housing rehabilitation, and other development projects, including job anchoring industrial locations within Chicago Heights. The tour started at Chicago Heights City Hall, went to some of the roadway improvements along both on 17th Street and on Joe Orr Road, visited the new NSP housing, and ended by visiting job anchoring industrial locations.

President Preckwinkle at De LaSalle High School : Cook County Board President Toni Preckwinkle went to Chicago's De La Salle High School as part of their ongoing "Prinicpal for a Day" program. She spent most of her time with the women of De La Salle as a reminder of what can be achieved through education, commitment, and a willingness to serve the community. Founded in 1889 to foster a desire for academic excellence, De La Salle Institute’s emphasis on academic innovation, its ability to nurture students’ appreciation for the arts, the positive athletic development and experiences, and the structure of a co-institutional education model – meaning outstanding educational opportunities for young men and women in separate buildings, but all part of the same school – all contribute to the student experience. During the 2012-2013 school year we are celebrating the 10th Anniversary of women’s education at De La Salle Institute. We are thankful for the support of our benefactors, administrators, faculty and staff who have helped to turn this dream of young women’s education at De La Salle into a highly-successful, continually-evolving and thriving high school. Ford Heights Dedication : Ford Heights Community Center Building Dedication Herman Brewer, Bureau Chief, Cook County Bureau of Economic Development spoke at a dedication ceremony on February 20th for the Ford Heights Community Service Organization (FHCSO) Building Expansion. Also present at the ceremony were Angela Smith, Executive Director, Mayor Charles Griffin of Ford Heights, representatives from the architectual firms, clergy, staff, dedicated volunteers and grand opening contributors. They spoke to a packed audience with residents from the area. Ms. Smith gave awards and recognition to those individuals and organizations who made the building expansion and dedication ceremony possible. Prior to the dedication ceremony, we took photos of the outside and inside of the building. It was quite impressive. The building was funded through Neighborhood Stabilization Program (NSP) Funds and services not only Ford Heights, but neighboring south suburbs as well.

In particular, she noticed the hybrid and fuel efficient vehicles on display, as well as the safety vehicles, made in Cook County. Opening remarks were then offered by President Preckwinkle (and translated into Chinese), followed by a formal presentation by Herman Brewer, Bureau Chief, Bureau of Economic Development. Laura Oakleaf, Department of Environment, talked about energy and sustainability initiatives. Chicago Jobs Council 2012 Annual Meeting : Cook County Toni Preckwinkle addressed the 31st Annual Meeting of the Chicago Jobs Council on June 1, 2012, speaking on her work to date and future plans to grow jobs in Cook County. Your Bio

Cook County Board President Toni Preckwinkle has been a dedicated community leader for over two decades, providing independent and progressive leadership founded on experience, coalition building and a commitment to practical results.

Though collaboration, President Preckwinkle is working with the County Board, our elected officials and county employees to implement major reforms to reshape county government into a world-class institution of which the people of Cook County can be proud. This spirit of collaboration is rooted in a common commitment to fiscal responsibility, innovative leadership, transparency and accountability and improved services.

As a high school teacher in Chicago, President Preckwinkle ran a non-profit organization aimed at neighborhood improvement. She stood up to the city’s political machine and prevailed. President Preckwinkle’s tenacious grassroots campaign in 1991 delivered her to the City Council as Alderman of the 4th Ward.

In her 19 years as Alderman, President Preckwinkle improved the quality of life of her constituents by providing independent, transparent and accountable leadership. She built a professional and responsive ward organization and worked tirelessly to meet the diverse needs of her constitutents. She has successfully fought for greater funding for education and affordable housing in her ward. She sponsored the Living Wage and Affordable Housing Ordinances, and was a lead plaintiff in a lawsuit to institute a more racially equitable map of Chicago's ward boundaries. President Preckwinkle sponsored an ordinance that limits the establishment of payday loan stores and was a lead sponsor of the anti-smoking ordinance. She has not been afraid to stand-up to the status-quo, voting against parking meter privatization and standing with a small minority in opposition to the 2008 tax increases.

President Preckwinkle‘s independent and progressive leadership earned her the IVI-IPO Best Alderman Award in 1993, 1995, 1997, 1999, 2005 and 2008, and the 1997 and 2009 Leon Despres Awards.

President Preckwinkle was elected Cook County Board President on November 2, 2010. She holds a Bachelor’s degree and a Master’s degree from the University of Chicago. She taught high school history for ten years before being elected to City Council. She is also a wife and a mother of two children.
